8:30 am - Opening Plenary - USDA RD Washington / LIHTC Update
Industry experts discuss the USDA RD program and the Low-Income Housing Tax Credit Program, including where it stands in regards to budget cuts, tax reform and how it is perceived in Washington.

9:30 am - Midwest Rural Housing Industry Update
Rural housing officials from the Midwest USDA RD offices discuss the current state of rural housing programs, including 515, 538

10:30 am - 11:00 am - Break

11:00 am - Housing Finance Agency Update
State Housing Agency Officials share how they handle rural housing in their qualified allocation plans. Topics include housing application numbers, inspections, experiences with developers and set-asides.

Noon - Lunch in Exhibit Hall, Meet & Greet  

1:15 pm - Rental Assistance Panel
What is the current status of rental assistance at HUD and Rural Development? For years, many experts were concerned with budget cuts that would target RA; should we still be concerned? Are there still mark to market concerns? RD will discuss improved processes for RA payments to properties.  

2:00 pm - Asset Management Statistics on Rural Housing Portfolios
There have been persistent rumors that rural housing investments underperform when compared to suburban and urban investments. Are the rumors true? We have the portfolio statistics from the biggest investors in rural housing in the Midwest. We also have statistics from national rural housing investors for additional comparisons.

3:00 - 3:15 pm - Break in Exhibit Hall

3:15 pm - The Economy & Housing - How does one affect the other?
Come listen to an economist discuss what is really going on with the economy in the Midwest; which regions are boom; which regions are stable; which regions need help. Then hear from a market analyst where in the Midwest apartments are thriving and which areas are potentially over built. Plus, fracking was a boom for many areas; how has the slowdown of fracking affective the Midwest.

4:00 pm - Developers in Market to Buy/Sell Properties
We have a panel of developers that have sold and purchased rural housing properties. We have an attorney and an accountant that have represented buyers and sellers of rural housing properties. Come hear their thoughts on the demand and the supply of rural housing properties. Is it easy to get USDA RD to sign off on sales that involve RA? What if a property has an existing 515 loan?

5:30 to 7:15 pm - Reception with State Housing Finance Agencies & USDA RD Officials
If you have additional questions or comments for HFA and RD officials, here is additional time for you. Plus, Developers - use this opportunity to meet and greet to discuss buying/selling properties in your portfolio.

What characteristics do they like to see; what causes them to pass on opportunities; how does CRA play a role in their investment decisions; based on current demand for filling their Funds, how does this affect their appetite?

Come hear from construction and permanent lenders regarding what programs they have that target financing for rural housing developments.

10:30 to 11:00 am - Break to checkout of hotel room.

11:00 am - Developer Comments
Developers from the Midwest discuss their concerns with the LIHTC programs, RD programs, housing programs in general, syndicators / investors, lenders, accountants, attorneys......... this is a session where developers can openly express their concerns.

Noon - RD and Housing Finance Agencies Back on Stage
RD and HFA Officials return to the stage to give everyone their thoughts on what they learned and heard during the Summit. This also gives you the final opportunity to ask them any remaining questions.
